WAA and INMETRO Sign MoU to Strengthen International Cooperation on WLAN Standards, Testing and Certification
On October 23, the World WLAN Application Alliance (WAA) and the National Institute of Metrology, Quality and Technology (INMETRO) signed a Memorandum of Understanding (MoU) at the main forum of the Consumer Electronics Innovation Conference (CEIC2026), held at the Shenzhen Convention & Exhibition Center (Futian). Yang He, Secretary-General of WAA, and Dr. Danielle Vieira, Deputy Director of INMETRO, attended the signing ceremony.

INMETRO operates under Brazil’s Ministry of Development, Industry, Trade and Services and is responsible for national oversight of metrology, conformity assessment, and industrial quality. Its certification system covers sectors including household appliances, photovoltaic modules and automotive components. Products subject to the relevant requirements must bear the INMETRO mark to enter the Brazilian market. Through mutual recognition agreements with institutions and organizations in multiple countries, INMETRO promotes international coordination on standards and supports industrial development.
Under the cooperation framework agreed upon that day, the two parties will deepen collaboration in four areas: 1. Standardization Cooperation. The two parties will jointly develop methodologies for validating wireless device performance, advance the development of testing and evaluation procedures for emerging technologies, and participate in national, regional and international standardization activities. They will also explore alignment of conformity assessment procedures to promote mutual recognition of test results and certifications. 2. Testing and Certification Cooperation. The two parties will share WLAN performance standards and testing methods, adapt testing technologies to the needs of Brazilian and international markets, and jointly develop certification frameworks to facilitate market access. They will also explore the possibility of jointly establishing a WLAN testing laboratory in Brazil. 3. Joint Research, Development and Innovation. The two parties will collaborate on research and development in next-generation WLAN technologies, interoperability and integration with other ICT systems. They will also explore innovative solutions in areas such as energy efficiency, spectrum utilization and cybersecurity. 4. Capacity Building and Pilot Demonstrations. The two parties will jointly conduct training programs, technical seminars and expert exchanges, advance pilot demonstration projects and adapt solutions to local requirements. They will also co-organize technical events and expand collaboration networks across the industry value chain.
In recent years, industrial digital transformation has emerged as a new driver of Brazil’s economic growth, with progress in this area regarded as a key indicator of national competitiveness. In 2025, while holding the rotating presidency of a multilateral cooperation framework, Brazil also placed industrial digital transformation at the heart of the global agenda for the new industrial revolution, seeking to take international cooperation in this field to a new level. The MoU signed between WAA and INMETRO is valid for five years. Both parties agree that this partnership will significantly advance standardization and high-quality development across the global WLAN industry.
Founded in 2022, WAA is the world’s first international industry and standards organization dedicated to WLAN application experience, with a vision of “delivering the best WLAN experience for the digital world.” WAA has published more than 40 technical standards and established a network of authorized testing and certification laboratories. Together with partners worldwide, WAA is building an open WLAN industry ecosystem with international influence.
