Oversees the daily operations of the WAA. A senior expert in the telecommunications field, previously served as the President of Global Marketing Department of Huawei's Carrier BG, Chief Strategy Officer of the European Region, Vice President of the Carrier Business Department in China, and Vice President of the Wireless Product Line.

Senior Management Director of Huawei International Industry Organization, Director of the Eclipse Foundation, Director of the European Big Data Industry Alliance, and member of the Advisory Committee of the China Lab of International Data Spaces Association (IDSA). With over 16 years of experience in global industry alliances, standards, and open source, and responsible for Huawei’s international standards and industry organization development, he is committed to promoting the international standards and industry development in fields such as artificial intelligence, cloud computing, big data, smart manufacturing, smart healthcare, and the Internet of Things. In the past decade, he participated in the development of over 20 standards, including ISO/IEC JTC1, CEN/CENELEC JTC21, and ETSI SAI. He contributed to the preparation of new industry organizations like the Open Source Cloud Alliance in China, GAIA-X in Europe, DSBA, and the Global Cloud Alliance. He facilitates global collaboration on standards and industry in areas such as cloud computing, big data, artificial intelligence, and open source. He has engaged in events like the China-Europe Data Summit, China-Europe AI Governance Dialogue, and China-Japan-Korea Open Source Summit. He has received awards including the BDVA Annual Honor Award and the Eclipse Annual Open Source Individual Award.

Chief Engineer of Standards at ZTE Corporation. Since 2006, he has engaged in research and promotion of standards related to wired access networks and home networks. He represents ZTE at international standards organizations such as International Telecommunication Union Telecommunication Standardization Sector (ITU-T), Institute of Electrical and Electronics Engineers (IEEE), and Broadband Forum (BBF). He continuously participates in standard-related activities at China Communication Standards Association Technical Committee 6 (CCSA TC6), leading and contributing to the development of standards for wired access and home networks. Currently, he serves as the chief engineer and project manager for ZTE's fixed network and multimedia standards, focusing on standards promotion for various technologies, such as copper cables, fiber access, and home network technologies (copper cables and Wi-Fi). He closely collaborates with relevant institutions under the Ministry of Industry and Information Technology, major domestic and international operators, and manufacturers to advance key technologies such as home network and passive optical network technologies into international standards.

Deputy Director of the Standards and Intellectual Property Department at Qingdao Haier Technology Co., Ltd., specializing in the communications and AIoT sectors. He previously worked at renowned research institutions such as the Chinese Academy of Sciences and has accumulated 16 years of R&D experience. He has led and completed several significant national and provincial research projects, and has led or participated in more than 20 domestic and international standards in the fields of IoT and smart home technology. Holding more than 40 invention patents, he has received the Second Prize for Technological Advancement from the military and the Third Prize for the Wu Wenjun AI Science and Technology Award.

Responsible for the work of the WAA standards

Chief Expert in Product Access Certification at Huawei and Director of the company’s Access Certification Technical Management Group (C-TMG). He primarily oversees the global market access certification-related technical work for Huawei products, ensuring their compliance for release in worldwide markets. As Vice Chair of the CCSA TC9, convener of the ITU-T SG5 EMC study group, and an expert committee member for IEC CISPR EMC, as well as an expert member of the technical group under the China National Accreditation Service for Conformity Assessment and the technical group for CCC certification, he has participated in and led the drafting of over 30 national and international industry standards. He received the National Science and Technology Advancement Award (Second Prize) in 2015 and the Electronics Society Science and Technology Advancement Award (First Prize) in 2020.

Since 2001, he has worked at ZTE, Huawei, and the Institute of Microelectronics at the Chinese Academy of Sciences, focusing on product development, technical research, and standard promotion for wireless products such as CDMA, WCDMA, LTE, 5G, and WLAN. This experience has given him a deep understanding of wireless technology and the related industries. From June 2018 to August 2021, he engaged in research and development in computer vision and artificial intelligence at the Institute of Microelectronics. He served as project leader for the Hong Kong, Macau, and Taiwan cooperation project on “5G Network Service Architecture Design” and the Chinese Academy of Sciences Pilot C project on “R&D of Audiovisual Fusion Chips”. He has more than 120 patents, including 15 essential patents for the 3GPP standards, with many patents used in litigation, licensing, and cross-licensing, contributing to China's intellectual property development. Since 2005, he has participated in standardization work for 3GPP SA3, SA2, RAN3, and RAN2, and he served as deputy head of CCSA TC8 WG2 in 2005. He possesses extensive experience in standardization and industry promotion. Additionally, he has more than 15 years' experience in team management and strong organizational and management skills.

Bachelor's degree from National University of Defense Technology, majoring in Information Engineering in the Department of Electronics and Communication Engineering. He previously managed search promotion channels for Baidu Alliance, engaged in sales management at Beijing Yima Online Technology Co., Ltd., served as Vice President of the Hunan Medical Device Industry Association, and acted as a city partner for the China Medical Informatization Alliance.
Key work experience: processed applications for member entry and exit in the alliance; established a resource database for member companies and assisted in organizing visits, exchanges, and research activities among them, gathering and sorting their needs to facilitate collaboration;
assisted in organizing industry lectures, salons, forums, summits, and technology exchange events for the association; supported member companies in consulting services, qualification recognition, standard formulation, product promotion, and result publication;
managed market sales and established and maintained relationships with local government departments and service companies; coordinated external communication and overall liaison matters;
coordinated media promotion, trade fair marketing, discussion exchanges, supply and demand matching events, and other influential activities; and strengthened the internal and external industry communication and market expansion of WAA.
