Standards Development Process

1. A study group (SG) is formed by the WAA members.


2. The SG decides to initiate a Preliminary Work Item (PWI).


3. The WAA council members or senior members take the lead in bringing a New Proposal (NP) via New Proposal Form (NP).


4. Members of the Technical Committee for Standardization (TCS) need to vote on the NP at the TCS meeting in accordance with the principles (The number of voters must be 50% of the quorum, except for members who abstain during the counting of votes).


5. A task force (TF) is established upon approval for standard drafting and the leader of the TF group is elected.


6. The working draft (WD) should be discussed at the TF group meeting and the technical proposal should be submitted before the working group (WG) meeting. The detailed working process of the TF can be defined by the TF leader and approved by the working group (WG) chair.


7. The TF completes the WD and submits it to the TCS Secretariat.


8. The TCS Secretariat sends the WD to all experts of the WG to which the TF belongs for comments (the time for commenting on the WD should not be less than 2 weeks, and it should be 4 weeks for the first time).


9. Based on the received comments, the WG then completes the Committee Draft (CD) and submits it to the TCS Secretariat.


10. The CD is sent to the liaison for comments (if available) (the time for commenting on the CD is 4 weeks externally and 2 weeks internally at the WAA).


11. The WG completes the Final Draft (FD) and submits it to the TCS Secretariat.


12. The TCS Secretariat sends the vote to all members of the TCS (The FD is passed if the number of "yes" votes is equal to 75% of the total votes) (The number of voters must be no less than two-thirds of the quorum, and the voting lasts for 2 weeks).


13. The WAA may issue technical requirements or technical reports (at TCS meetings).


14. Published standards should be reviewed for technical specifications (using the NP process) at least every 3 years and submitted by members or the Secretariat of the TCS.
